Wellington has a technology sector disproportionate to its size, and its character is distinctive. Where Auckland’s tech activity skews commercial and Christchurch’s skews hardware and agritech, Wellington’s has been shaped substantially by proximity to central government.
Why government proximity matters
Central government is a large technology buyer, and its departments and agencies are concentrated in Wellington. That has produced:
- A deep pool of people experienced in delivering into regulated, high-assurance environments.
- Consultancies and systems integrators built around public sector delivery.
- Specialist capability in identity, security, data and citizen-facing service design.
- Firms that have taken government-derived capability into international markets, particularly in govtech and regtech.
The capability built by delivering to government — procurement discipline, accessibility standards, privacy and security by design, working with legacy systems — transfers well to regulated industries generally.
The exposure
Dependence on public sector demand is also the sector’s principal risk, and it operates on a political cycle rather than a market one.
Changes in government spending priorities, restructuring of agencies, and shifts in procurement approach all move demand quickly and for reasons unrelated to the quality of the supplier. Firms with revenue concentrated in a small number of agency contracts are exposed to decisions made in a Budget rather than a market.
The practical mitigations are the standard ones for concentration risk: diversify across agencies rather than depending on one, build private sector and export revenue alongside, and treat a large government contract as a platform rather than a permanent base.
The creative and screen overlap
Wellington’s screen production and visual effects sector created a second technology base — software engineering, real-time rendering, motion capture and pipeline tooling — with skills that overlap gaming, simulation, and increasingly other visualisation applications.
That cluster gives the city an unusual concentration of graphics, simulation and real-time systems capability for its size, and it is a genuine differentiator in recruitment.
Startup density
Wellington has a compact startup ecosystem with accelerators, angel investment networks and a small enough geography that people encounter each other regularly. Compactness is a real advantage in early-stage ecosystems, where informal connection does more than formal programmes.
The constraints are the familiar New Zealand ones: capital availability thins out at growth stage, the domestic market is small enough that international expansion has to come early, and senior commercial talent with experience scaling internationally is scarce.
Practical guidance for technology businesses in the city
- If you sell to government, understand the procurement framework properly. All-of-government arrangements, marketplace panels and the rules on conflicts and probity determine who can bid for what. Firms that learn this well have a durable advantage.
- Build revenue outside government deliberately, before you need to.
- Treat privacy and security capability as a product feature, not a compliance cost. The Privacy Act 2020, the new IPP 3A obligations and the Biometric Processing Privacy Code have all raised the bar, and buyers increasingly ask.
- Use the NCSC guidance, which is free, government-published and increasingly referenced in procurement expectations — including its material on AI and agentic systems.
- Expect remote competition for talent. Wellington engineers can work for Auckland, Australian and offshore employers without moving, so retention has to compete on more than salary.
The seismic and workplace overlay
Wellington’s building stock carries seismic considerations that directly affect technology firms taking office space. Ratings affect insurance and lending, and strengthening work can require vacating premises during a lease term.
For a business whose principal asset is its people, the practical question is where they will work if the building is closed — which is a business continuity question as much as a property one.
