Warehouses combine heavy mobile plant, people on foot, stored energy in racking and repetitive physical work. The hazards are well understood and the effective controls are well established, which makes the injury statistics in the sector largely a story of known controls not being applied.
Separating vehicles from people
The most serious warehouse risk is a forklift striking a person, and the most effective control is straightforward: keep them apart.
In order of effectiveness:
- Separate in space — physically segregated pedestrian walkways with barriers, not painted lines alone. Paint is a marking, not a control.
- Separate in time — scheduling so that picking and forklift operation do not happen in the same aisle simultaneously.
- Control the interface where separation is impossible — designated crossing points, mirrors at blind corners, restricted areas around operating machines.
- Visibility and awareness — high-visibility clothing, proximity warning systems, blue spot lights. Useful, and the weakest of the four.
The loading dock is where most of this concentrates: vehicles reversing, pedestrians moving, visiting drivers unfamiliar with the site, and time pressure. Docks deserve specific controls rather than being treated as part of the general warehouse.
Forklift operation
Operators must be trained and competent, and competence needs to cover the specific equipment and the site, not just a general certificate.
Recurring failures:
- Unrestrained operators. In a tip-over, the fatal outcome usually involves the operator being crushed after attempting to jump clear. Seatbelts are the single most effective control and the most commonly ignored.
- Travelling with the load raised, which raises the centre of gravity and causes tip-overs.
- Exceeding capacity, particularly with attachments or at height, where rated capacity reduces.
- Using forks to lift people. A pallet on the tines is not a work platform. An approved safety cage is the minimum, and an elevated work platform is the right answer.
- Pre-start checks not done, or done as a signature rather than an inspection.
- Speed, particularly around corners and in aisles.
Pedestrian-operated equipment — pallet jacks, walkie stackers, order pickers — carries its own risks and is often treated as requiring no training at all.
Racking
Racking failure is comparatively rare and catastrophic when it happens, because collapse is progressive and can bring down a run.
The controls:
- Load ratings displayed and observed — per beam level and per bay, which is a distinction operators frequently miss.
- Damage inspection. Impact damage to uprights, particularly at floor level from forklifts, is the leading cause of failure. Regular documented inspections by a competent person, with a system for tagging and unloading damaged bays immediately.
- No unauthorised modification. Moving beams, changing configurations or mixing components between systems changes the load rating.
- Column guards and end protection at aisle ends and impact points.
- Correct pallet condition and placement — damaged pallets and overhanging loads both create failure paths.
- Seismic considerations, which matter in New Zealand and should be part of the original design and any reconfiguration.
Manual handling
Musculoskeletal injury is the highest-volume harm in warehousing, and it is chronic rather than dramatic, which is why it gets less attention than it warrants.
Effective controls are engineering ones: mechanical aids, adjustable-height workstations, reducing carry distances, breaking down bulk into manageable units, and designing pick faces so that heavy items are at waist height rather than at floor or shoulder level.
Training in lifting technique alone is a weak control. It is worth doing and it does not fix a task that requires repeated lifting of awkward loads from the floor.
Working at height in the warehouse
Picking from height, accessing mezzanines, and loading and unloading vehicles all create fall risk. The hierarchy applies here as elsewhere — eliminate first, and treat harnesses as the last resort rather than the default.
Fall from a vehicle deck or trailer is a common and under-recognised source of serious injury.
Contractors and visiting drivers
Warehouses have constant third-party presence. Overlapping duties apply, and the site operator cannot assume a visiting driver knows the rules.
A short, genuinely site-specific induction covering traffic routes, pedestrian areas, dock procedure and emergency arrangements is the practical control, and it should be recorded.
