Sustainable Building: Certification, Materials and What Clients Ask For

Green Star, Homestar and embodied carbon. What the rating tools actually assess and where the requirements are heading.

Sustainability requirements in construction now arrive through three channels: building regulation, client specification and certification schemes. They overlap and they are not the same thing.

The regulatory floor

The Building Code sets minimum performance including energy efficiency requirements, and insulation requirements have been progressively strengthened.

Meeting the Code is the floor rather than a sustainability achievement, and clients increasingly expect more. Understanding the current requirements for the climate zone you are building in is a baseline competence rather than a specialisation.

The certification schemes

Green Star, administered by the New Zealand Green Building Council, rates commercial and public buildings across categories including energy, water, materials, indoor environment quality, transport and management. Ratings are awarded at design and built stages.

Homestar rates residential buildings on similar principles, adapted for housing.

NABERSNZ is different in kind — it rates the operational energy performance of an existing office building based on actual measured energy use, rather than design intent. That distinction matters, because a building designed to perform well and operated poorly rates badly, which is the point.

For contractors and designers, the practical implication is that certification requirements affect procurement, documentation and construction practice throughout the project, not just the design. Evidence has to be collected as you build.

Embodied carbon

Attention has shifted from operational energy toward embodied carbon — the emissions from producing, transporting and installing materials, and eventually from demolition.

For a well-insulated modern building, embodied carbon can be a substantial share of lifetime emissions, which makes material choice consequential.

The levers:

  • Build less. Reuse and adaptation of existing buildings avoids the largest share of embodied carbon. Retrofit generally outperforms replacement on this measure.
  • Structural choice. Timber, including engineered timber, generally carries lower embodied carbon than concrete and steel for suitable applications.
  • Concrete mix design. Cement replacement can substantially reduce the footprint of concrete without changing what is built.
  • Efficiency of design. Structural optimisation reduces material volume directly.
  • Local sourcing, though transport is usually a smaller factor than the material itself.

Environmental Product Declarations provide standardised data on a product’s environmental impact, and clients running carbon assessments will ask for them.

Construction and demolition waste

Construction and demolition is a large share of waste to landfill. Waste minimisation plans are required by some councils as a consent condition and by some certification schemes.

What works practically: designing to standard material dimensions to reduce offcuts, separating waste streams on site rather than at a sorting facility, deconstructing rather than demolishing where materials can be recovered, and accurate ordering.

Landfill levies have risen, which makes waste reduction a direct cost saving as well as a compliance matter.

What clients actually ask for

Increasingly, in commercial work:

  • A target certification rating, specified in the brief.
  • Embodied carbon assessment for the design.
  • Environmental Product Declarations for major materials.
  • Waste minimisation reporting during construction.
  • Evidence of subcontractor environmental practice.

Contractors who can supply this without a scramble win work from those who cannot. It is a documentation capability more than a technical one.

Greenwashing is a real risk

Environmental claims are subject to the Fair Trading Act, which prohibits unsubstantiated representations — claims made without reasonable grounds at the time.

Vague claims like “sustainable”, “eco-friendly” or “low carbon” without a defined and evidenced basis are exactly what is being scrutinised. If you claim a product or building is low carbon, be able to say relative to what, measured how.

This applies to product suppliers and to builders marketing their own work.

The New Zealand Green Building Council publishes Green Star, Homestar and NABERSNZ material. MBIE publishes Building Code energy efficiency requirements at building.govt.nz. The Ministry for the Environment publishes waste and emissions material under an open licence, and the Commerce Commission publishes Fair Trading Act guidance on environmental claims.
