Pressure Equipment, Cranes and Passenger Ropeways: The PECPR Regime

Certain plant must be designed, verified, registered and inspected under a specific regime. Operating outside it is straightforward to detect and expensive.

New Zealand regulates a defined set of high-hazard plant through the Pressure Equipment, Cranes and Passenger Ropeways regulations, universally called PECPR. The regime is prescriptive, it is enforced, and businesses acquiring equipment second-hand or importing it are the ones most often caught out.

What the regime covers

Three broad categories:

  • Pressure equipment — boilers, pressure vessels, and associated pipework above defined thresholds. This reaches well beyond obvious industrial plant into air receivers, autoclaves, steam generators and process vessels found in food manufacturing, breweries, laundries and workshops.
  • Cranes — including tower cranes, mobile cranes, overhead gantry cranes and certain hoists above defined capacities.
  • Passenger ropeways — chairlifts, gondolas and similar, which is why the regime matters to the ski industry.

Thresholds determine what is captured. A small air receiver may fall below them; a larger one does not. Check the actual specification rather than assuming.

The lifecycle obligations

The regime follows the equipment through its life:

  • Design verification. The design must be verified by a recognised person against the relevant standard before manufacture.
  • Manufacture and inspection to the design and standard.
  • Registration of design where required.
  • Certificate of inspection before the equipment is operated, issued by an inspection body following examination.
  • Periodic inspection at intervals depending on equipment type and service, with a current certificate required for continued operation.
  • Records retained through the equipment’s life, including repairs and modifications.

Operating equipment without a current certificate of inspection is an offence. It is also easy for an inspector to establish, because the certificate either exists or it does not.

Where businesses get caught

Second-hand purchases. Equipment bought at auction or from a closing business frequently arrives without documentation. Without design verification records and inspection history, obtaining a certificate can be difficult and occasionally impossible, which means an asset that cannot lawfully be operated. Establish the documentation position before purchase.

Imported equipment. Overseas design verification does not automatically satisfy the New Zealand requirement. Equipment designed to a standard not recognised here may need assessment, and the cost can be material.

Modifications. Repairs and alterations to pressure equipment must be carried out in accordance with the regime. Welding on a pressure vessel by a competent general welder without the correct procedure and verification invalidates the certificate and creates a serious hazard.

Lapsed inspections. Certificates expire. Businesses that treat inspection as an event rather than a cycle discover the lapse during an incident investigation or an unannounced visit.

Equipment nobody owns. In multi-tenanted or shared facilities, responsibility for a shared compressor or hoist is sometimes assumed by everyone and held by no one.

Competence requirements for operators

Crane operation requires demonstrated competence, and specific certification requirements apply to certain crane types. Similar competence expectations attach to those operating and maintaining pressure equipment.

This sits alongside the general duty to ensure workers are adequately trained and supervised, which applies whether or not a specific certificate is prescribed.

How this interacts with general health and safety duties

PECPR compliance is a floor, not a ceiling. The Health and Safety at Work Act duty to manage risks so far as reasonably practicable applies alongside it.

A crane with a current certificate operated in unsuitable ground conditions, or a pressure vessel that is certified but has an inadequate safe operating procedure, still represents an uncontrolled risk. Certification confirms the plant; it says nothing about how you use it.

Practical management

  • Maintain an asset register of all PECPR-captured equipment with certificate expiry dates, and diarise them well ahead.
  • Establish documentation before purchase, particularly for second-hand and imported plant.
  • Use recognised inspection bodies and keep the reports.
  • Control modifications so no work is done on captured equipment without the correct procedure.
  • Assign ownership by name for each item, including shared equipment.
