Occupational Disease: The Harm That Arrives Twenty Years Later

Work-related disease kills substantially more New Zealanders than workplace accidents — a worker is roughly 15 times more likely to die from a work-related disease than from an accident at work.

It receives a fraction of the attention, for an obvious reason: nothing appears to be going wrong at the time.

Why it gets neglected

An accident is immediate, visible and attributable. Someone falls, and the cause is clear.

Occupational disease develops over years. The exposure is invisible, the person feels fine, and by the time symptoms appear they may have changed jobs several times. Nobody connects the dust in 2026 to the diagnosis in 2046.

That gap means the feedback loop that drives improvement in accident prevention barely operates here.

The major exposures

Asbestos remains the leading cause of work-related death in New Zealand. Any building constructed before 2000 should be assumed to potentially contain it until surveyed. A management plan is required where it is present, and a survey is required before refurbishment or demolition that may disturb it.

Removal above thresholds requires a licensed removalist, and certain removal work is notifiable to WorkSafe before it starts.

Respirable crystalline silica from cutting, grinding and drilling concrete, stone, bricks and engineered stone. Causes silicosis, which is irreversible, and increases lung cancer risk. Engineered stone benchtop fabrication has produced serious cases.

Welding fume, classified as a carcinogen, with additional risks from manganese and from hexavalent chromium when welding stainless steel.

Wood dust, particularly hardwood, associated with nasal cancer and respiratory disease.

Solvents and isocyanates in spray painting, coatings and adhesives, causing occupational asthma and neurological effects.

Diesel exhaust, a carcinogen, relevant in workshops, warehouses and any enclosed space with vehicle movement.

Noise, causing permanent hearing loss that is entirely preventable and extremely common.

Vibration from power tools, causing permanent circulatory and nerve damage.

Controls that actually work

The hierarchy applies, and the failure mode is consistent — going straight to PPE when higher controls were reasonably practicable.

  • Eliminate — buy components pre-cut so the cutting happens under controlled conditions elsewhere. This is the single most effective silica control available to a small business.
  • Substitute — lower-silica materials, water-based products, quieter equipment specified at purchase.
  • Engineering — on-tool extraction, water suppression, local exhaust ventilation, enclosure. Well proven and comparatively cheap.
  • Administrative — job rotation, exclusion zones, scheduling noisy work when fewer people are present.
  • PPE — last, and only if correctly selected, fitted and maintained.

Respiratory protection needs fit testing

A tight-fitting respirator that does not seal provides far less protection than assumed. Fit testing confirms the specific model fits the specific person.

Facial hair at the seal prevents an effective seal regardless of the equipment or the training. This is among the most commonly missed requirements in New Zealand workplaces.

Monitoring

Where workers may be exposed to substances hazardous to health, exposure monitoring may be required to determine actual levels, and health monitoring to detect early effects.

Health monitoring is not a general medical check. It targets the specific effect of the specific exposure — lung function for respiratory hazards, audiometry for noise, biological monitoring for certain substances.

Baseline monitoring at the start of employment matters, because without it later deterioration cannot be attributed. That protects the worker and the employer.

Results are health information under the Privacy Act 2020 and require restricted access rather than sitting in a general personnel file.

Noise specifically

Exposure standards apply, and where exceeded the duty is to reduce exposure so far as reasonably practicable — not simply to issue hearing protection.

What works: buying quieter equipment at procurement, enclosing or isolating noisy plant, maintenance (worn equipment is louder), and separating noisy operations in space or time. Audiometric testing establishes a baseline and detects loss early enough to act.

Where to start

Walk your operation and ask what people breathe, what noise they are exposed to, and what vibrates in their hands. Then check those against the exposure standards.
