Waikato manufacturing is anchored by food and dairy processing, with engineering, fabrication, plastics and specialist manufacturing alongside it. The sector’s defining characteristic is that it processes what the surrounding region produces.
The process heat question
Food and dairy processing is heat-intensive, and process heat is one of New Zealand’s larger sources of industrial emissions because much of it has come from coal and gas.
The engineering framing that matters most is what temperature the process actually requires:
- Below about 100°C — washing, some drying, space and water heating. Heat pumps deliver several units of heat per unit of electricity, making them substantially cheaper to run than resistance heating.
- Roughly 100–200°C — much food processing, drying and sterilisation. High-temperature heat pumps, electric boilers and biomass all apply.
- Above 200°C — harder to electrify with current technology, and where biomass is the main practical option.
A recurring finding on assessment is that processes run hotter than they need to because that is how the plant was set up. Establishing the actual requirement is the first engineering task and it sometimes changes the answer entirely.
Do the efficiency work first
Replacing a boiler that heats an inefficient process electrifies the waste. The sequence that produces the best economics:
- Reduce demand — insulation on pipework and vessels, fixing steam leaks, better controls and scheduling.
- Recover heat — heat exchangers capturing waste heat from exhausts, condensate and process streams. Frequently the highest-return intervention and routinely overlooked.
- Optimise the existing system — correct sizing, sequencing and turndown.
- Then change the fuel.
Plants that follow that order often find the replacement heat source can be substantially smaller and cheaper than the one they were about to buy.
The electrical constraint
For electrification, site electrical capacity is usually the binding constraint, and network upgrade cost can exceed the plant cost. Talk to your lines company early.
Demand charges matter as much as energy cost. A process drawing large power in bursts can attract charges that undermine the economics, which makes load management and thermal storage part of the design.
Biomass
Wood chip, pellets and residues suit medium and higher temperatures and are effectively a drop-in replacement for coal in many boiler applications. The constraints are fuel supply security, storage and handling space, and local air discharge consent conditions.
The Waikato’s proximity to central North Island forestry is a genuine advantage for biomass supply.
The other engineering obligations
Food and dairy processing plant carries requirements beyond ordinary workplace duties:
- Pressure equipment under the PECPR regime — boilers, pressure vessels and associated pipework above thresholds require design verification, registration, and a current certificate of inspection. Operating without one is an offence, and second-hand equipment without documentation is a recurring problem.
- Hazardous substances — cleaning chemicals, refrigerants and process chemicals, with inventory, safety data sheet, certified handler and location certificate obligations above thresholds.
- Food safety requirements administered by MPI, including risk management programmes for animal product processing.
- Trade waste consent for discharge to sewer, which applies to any process discharging beyond domestic-strength wastewater.
Workforce and automation
Food processing is labour-intensive at specific points and increasingly automated at others. The constraint most operators report is not general labour but skilled maintenance and control systems people, competed for across every industry running plant.
Automation investment is frequently justified on labour availability rather than labour cost, which is a different business case and one that holds up better through a wage cycle. Where automation is introduced the safety case changes rather than disappears — guarding, isolation procedures and maintenance access become the controls that matter.
