Last-mile delivery — the final leg from a distribution point to the customer — is typically the most expensive segment of the supply chain per unit moved. In Auckland it is made harder by congestion, dispersed geography and a road network with limited redundancy.
Why the last mile costs so much
Upstream freight moves large volumes between fixed points. The last mile moves small volumes to many scattered points, with stops, waiting, parking and failed deliveries consuming time that generates no additional revenue.
The cost drivers:
- Drops per hour, which determines everything. Congestion, parking difficulty and time at the door all reduce it.
- Failed deliveries, which cost the attempt, the storage, the redelivery and frequently a customer complaint.
- Returns, which run in reverse through the same network at similar cost.
- Route density — deliveries clustered geographically are dramatically cheaper per drop than dispersed ones.
What actually reduces cost
Improve first-time delivery success. The single largest lever. Accurate delivery windows, notifications that reach the customer, safe drop authority, and alternative collection points all reduce failed attempts.
Route optimisation. Software pays for itself quickly on any multi-drop operation, and the emissions reduction comes as a by-product of the cost reduction.
Consolidation. Delivering multiple items in one drop rather than separately, which requires order management that can hold and combine.
Micro-fulfilment or forward stock locations closer to customers, which shortens the final leg at the cost of holding inventory in more places.
Realistic promises. Same-day and next-day commitments are expensive to meet and expensive to break. Many customers will accept a longer window if it is reliable and clearly stated.
The Auckland-specific constraints
Congestion is the obvious one, and it makes time-definite delivery windows harder to hit than the distance suggests. Delivering outside peak, where the customer accepts it, materially improves productivity.
Industrial land near the motorway network is scarce and expensive, which pushes distribution further out and lengthens the run into the delivery area.
Access is the constraint that surprises operators new to the city — apartment buildings without loading zones, gated developments, narrow streets and parking restrictions all add time per drop in ways a route planner does not capture unless the data is right.
Health and safety in delivery work
Driving for work is the largest single source of work-related death across the New Zealand economy, and delivery work concentrates several risks:
- Time pressure. Payment or incentive structures rewarding drops per hour create pressure toward speeding and shortcuts, and they are examined after a serious incident.
- Manual handling — repetitive lifting in and out of a vehicle, frequently the highest-volume harm.
- Vehicle reversing in constrained access.
- Aggression from customers, which is a recognised workplace hazard requiring management.
- Dog attacks, a genuine and under-managed risk in residential delivery.
Where contractor drivers are used, health and safety duties do not turn on employment status. An operator who influences how the work is done through scheduling, rates and delivery windows holds duties toward the person doing it.
Employment status
Delivery work frequently uses contractor arrangements that sit close to the employment line. The real nature of the relationship determines status, not the label, and the factors examined are control, integration, ability to work for others, who supplies equipment and whether substitution is permitted.
A finding of employment produces retrospective liability for PAYE, holiday pay, sick leave and KiwiSaver across the whole relationship.
Returns run the same network backwards
Returns are frequently under-resourced and they consume the same expensive last-mile capacity as outbound delivery, plus inspection, decision, restocking and a credit.
Practical measures: clear returns instructions that reduce incorrect returns, consolidation points rather than individual collections where customers will accept it, and deciding in advance which low-value items are cheaper to refund without requiring return than to move back through the network.
